In a bid to encourage entrepreneurship among the youth of Assam, the Government of Assam led by Chief Minister Dr. Himanta Biswa Sarma has announced a new scheme during the cabinet meeting held on 12th September 2023. The name of the scheme is Mukhyamantrir Atmanirbhar Asom Abhiyan (CMAAA).

CMAAA is an initiative to support budding entrepreneurs in their entrepreneurial journey through robust monetary and policy support. Under this scheme, 2 lakh eligible beneficiaries are to be targeted over the next 2 years – 1 lakh in FY 2023-24 and 1 lakh in FY 2024-25.

Objectives of Atmanirbhar Asom Scheme

The CMAAA is a visionary initiative aimed at addressing the issue of unemployment and fostering inclusive progress in the state. By empowering the youth with self-employment opportunities and seeking collaboration from various stakeholders, the government is taking a significant step towards building a more self-reliant and prosperous Assam.

The key objectives of CMAAA are to:

  • Enable unemployed youth to become self-reliant by providing them with the necessary resources, guidance, and support.
  • Create an entrepreneur-oriented ecosystem in the state of Assam.
  • Generate employment opportunities in rural and urban areas through the setting up of new ventures as well as growing existing ventures.
  • Provide financial assistance to enterprising individuals and groups to undertake new economic activities or expand their existing enterprises.
  • Strengthen the State Government’s special focus on rural economy.

Eligibility Criteria for Atmanirbhar Asom Scheme

To be eligible for CMAAA, applicants must meet the following criteria:

  • Be a permanent resident of Assam.
  • Be between the ages of 28 and 40 as on 1st April 2023.
  • Have a minimum educational qualification of Class 10 (General Category) or Class 8 (OBC, SC, and ST categories).
  • Possess skills, experiences, knowledge, etc., to undertake the income generating activities.
  • Have a bank account opened before 31st December 2023.
  • Not have defaulted on any loan taken from Co-operative and Nationalized Bank in the past.
  • Not belong to a family of govt service holder/ pensioner.
  • Not be more than one member from the same family availing benefits under this scheme.
  • Be registered in Employment Exchange of Assam before April 1, 2023.

  • Agriculture and Horticulture
  • Poultry
  • Dairy
  • Goat Farming
  • Piggery
  • Fisheries
  • Packaging
  • Readymade Garment
  • Fabrication
  • Hardware Business
  • Plantation (Bamboo/ Rubber/ Agar, etc)
  • Self-Employment after Professional Courses
  • Wood-based Industries
  • Other Sectors Including Services

How to Apply for Atmanirbhar Asom Scheme?

  1.  Visit the official portal of the Mukhyamantrir Atmanirbhar Asom Abhiyan (CMAAA) once it goes live on September 23rd, 2023.
  2. Register yourself on the portal by providing your personal details, such as your name, email address, phone number, and date of birth.
  3. Once you have registered, log in to the portal and click on the “Apply Now” button.
  4. Fill out the online application form by providing your personal, educational, and professional details.
  5.  Upload scanned copies of the required documents, such as your identity proof, address proof, educational qualification proof, employment exchange registration card, bank passbook, and PAN card.
  6. Review your application and submit it.

Salient Features of Atmanirbhar Asom Scheme

Some of the salient features of CMAAA include:

  • Beneficiary Coverage: The scheme will cover 2 lakh eligible beneficiaries over the next 2 years.
  • Financial Assistance: Beneficiaries will receive financial assistance in the form of a grant and an interest-free government loan. The amount of financial assistance will vary depending on the beneficiary’s eligibility.
  • Skill Based Training: Selected beneficiaries will have to undergo 1-month training in selected educational/ skill training institutions for enhancing entrepreneurship, management, and accounting skills. During this period, Rs 10,000 shall be granted as a stipend to participating beneficiaries.

The Mukhyamantrir Atmanirbharshil Asom Abhiyan is a laudable initiative by the Government of Assam to support the youth of the state in their entrepreneurial endeavors. The scheme is well-designed and comprehensive, and it has the potential to make a significant impact on the economic development of the state.
