The Modi government has brought a new bill to make the process of movement of foreign nationals coming to India more systematic and effective. Registration of foreign nationals has been made mandatory in this bill. A provision of five years punishment has been made for foreign nationals entering the country without valid papers.

Immigration & Foreigners Bill 2025 was introduced in Lok Sabha on Tuesday. Through the new bill, the target is to make a law instead of the first four laws. Passport Act 1920, Registration of Foreigners Act 1939, Foreigners Act 1946 and Immigration (Liability of Carriers) Act 2000 is being made a new law instead of 2000.

Minister of State for Home Nityanand Rai introduced the bill in the Lok Sabha. The opposition was opposed by the opposition to introduce the bill. Congress MP Manish Tiwari said that some provisions of the bill are against fundamental rights and feelings of natural justice.

Some important provisions have been included in the bill. Registration of all people coming from abroad has been made mandatory in section 6 of the bill. It will be the responsibility of a person to prove whether someone’s stay is valid or not. If the government considers a person a threat to national security, integrity and sovereignty, then he will not be given admission in India. Bureau of Immigration will be formed.

It is mandatory for foreign nationals in India to follow the rules. Educational institutions, hostels, hospitals, nursing homes etc. have to report the report of foreign nationals to the government. If a foreign national comes without a passport or visa, he can be sentenced to five years and a fine of up to five lakh rupees. Apart from this, if a person uses fake documents, he can be sentenced to two to seven years and a fine of one to ten lakh rupees. On violation of visa rules and for more than the scheduled time, there can be a sentence of up to three years or a fine of three lakh rupees or both.

For the last few years, there has been politics in India regarding Bangladesh and Rohingya intruders. The demand has been arising that all such foreigners living in the country should be excluded from the country immediately. The government hopes that after the passage of the new bill, it will be easy to monitor all the people coming from abroad.
