The demonstration follows the remand of CJP leaders Saurav Das and Ashutosh Ranka to judicial custody after they entered Jantar Mantar on October 13, following the site's de-notification for protests.
More than 6,000 Delhi Police personnel are planned to be deployed in and around the Lutyens’ area, with an additional 5,000 personnel from other districts kept in reserve. Security arrangements will cover Rajiv Chowk, Connaught Place markets, Central Park, nearby Metro stations, Jantar Mantar and Palika Bazaar.
Delhi Police has imposed prohibitory orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) in Connaught Place and surrounding areas. The police have warned that legal action will be taken against anyone found violating the orders.
Meanwhile, the New Delhi Municipal Council (NDMC) has informed the police that Central Park will remain closed to the public on October 16 and 17 for administrative reasons. It has also asked the police to prevent unauthorised entry into the park and ensure security.
Delhi Police has appealed to the public to refrain from participating in the demonstration, maintain peace and avoid any untoward incidents. It has also stressed that the national flag must be displayed and the national anthem sung with due respect and in accordance with established protocols.
The police may facilitate a group of 11 people to sing the national anthem while holding the national flag at a suitable location, subject to the identification of an appropriate venue and compliance with applicable rules.
On Thursday, Delhi Police assured the Delhi High Court that it would take all necessary measures to maintain law and order. It told the court that a group of 11 individuals could be allowed to sing the national anthem while holding the national flag, provided a suitable venue was identified and all relevant rules were followed.
