GUWAHATI: The Assam Legislative Assembly on Tuesday, July 28, passed the Guwahati Satellite City Development Authority Bill, 2026, which seeks to establish an authority for the planned development of notified townships and satellite cities in and around Guwahati.

According to the Preamble of the Bill, the legislation aims to “provide for the declaration of Satellite city development areas in the Kamrup (Metropolitan) District and such other districts as may be notified by the Government from time to time in the State of Assam and establishment of Guwahati Satellite City Development Authority for the planning, coordination, execution and supervision for the development of the planned Satellite City and integrated township in and around Guwahati…”
In his reply to the discussion of the Bill, Department of Housing and Urban Affairs Minister Kaushik Rai referred to the ongoing urban developments in Andhra Pradesh and Gujarat, where several greenfield townships have either come up or are set to come up.
The minister said that public participation will be a key element in future urban planning.
“Draft plans will be first made available to the public, and members of civil societies for feedback and suggestions,” he said.
The Bill provides for the development of essential urban infrastructure, including roads, bridges, drainage and sewerage networks, water supply,
electricity, public utilities, communication and logistics facilities, stormwater drainage, and rainwater harvesting systems as part of future satellite city plans.
Replying to the discussion, Rai said the legislation also incorporates provisions to ensure environmental protection and ecological planning during the development process.
Under the Act, the Chief Minister of Assam will serve as the ex officio Chairperson of the Guwahati Satellite City Development Authority, while the Housing and Urban Affairs Minister will serve as its ex officio Vice-Chairperson.
The state government allocated a total of ₹2,100 crore for land acquisition in the recent Budget to facilitate the implementation of the project.
The initiative was announced in the Assam Budget 2026-27, under which the state government proposed the development of an Aerotropolis around the Lokpriya Gopinath Bordoloi International Airport as the nucleus of the satellite city project.
The project will be implemented through the GSCDA, which will function as a dedicated Special Purpose Vehicle (SPV) of the Government of Assam.
