GUWAHATI: The Assam State Primary Teachers’ Association has raised concerns over salary reductions affecting thousands of teachers, alleging that they are being shown as Samagra Shiksha employees despite being appointed under the Elementary Education Department.

In a memorandum submitted to the Director of Elementary Education, Assam, on Monday, September 7, the association claimed that around 12,000 to 17,000 teachers are facing salary-related difficulties along with uncertainty over their service status.
The association specifically questioned the use of the SNA-SPARSH payment system for disbursing salaries to the affected teachers. It sought clarification on why teachers appointed under the Elementary Education Department were being treated differently in matters related to salary and service conditions.
According to the association, an indefinite agitation announced earlier was temporarily suspended after authorities assured the teachers that their salaries would continue to be paid through the earlier system. However, it said concerns over salaries, appointments and service records remain unresolved.
The teachers’ body alleged that teachers appointed through government recruitment processes, including those appointed on September 9, 2024, and March 12, 2026, are being shown under the Samagra Shiksha Mission despite serving under the Elementary Education Department.
The association sought clarification on whether these appointments remain valid and whether the recruitment process or appointment orders have been cancelled or questioned. It also questioned the reasons for the change in the classification of the teachers.
The association further sought information on whether proper records of all affected teachers have been maintained and shared with the Directorate of Elementary Education, and questioned delays in resolving their service-related issues.
It said the salary reduction and uncertainty over employment status have caused financial difficulties and mental distress among the affected teachers.
The association has urged the Director of Elementary Education to intervene immediately and resolve the salary and service-status issues. It also demanded that teachers appointed under the Elementary Education Department no longer be identified as Samagra Shiksha employees or assigned duties outside their appointed roles.
