GUWAHATI: The Assam government has proposed the establishment of 5-star hotels at Umrangso, Haflong and Manas as part of its efforts to strengthen tourism infrastructure and increase tourist footfall across the state.

Presenting the Budget for 2026-27 on Friday, July 10, Finance Minister Jayanta Mallabaruah said eligible projects will receive a 30 percent capital subsidy along with SGST reimbursement and interest subvention as per the extant guidelines.
The minister said the incentives are expected to attract reputed hospitality brands and encourage greater private investment in Assam's tourism sector.
Referring to the ease in travel advisories by several countries, including Australia, Japan and the 27 countries of the European Union, the minister said that it reflects Assam's emergence as a preferred tourism destination.
The Minister also proposed to introduce a comprehensive Homestay Policy to promote community-based tourism, local entrepreneurship, visitor infrastructure and hospitality services.
Eligible homestays registered centrally will receive a 30 percent capital subsidy and 2 percent interest subvention.
The state government will also provide technological support to homestay operators and undertake a tourism promotion campaign to showcase Assam’s cultural, ecological heritage.
“Our Government is committed to position Assam among the top ten states in the country in terms of tourist footfall,” he said. “The decision to commence direct flights from Guwahati to Dubai and Abu Dhabi has further strengthened Assam's international connectivity, complementing existing links with Thailand, Singapore and Bhutan and expanding opportunities for tourism, trade and investment.”
