GUWAHATI: Assam Chief Minister Himanta Biswa Sarma on Sunday, September 20, laid the foundation stone for Adani Power Limited’s 3,200 MW Ultra-Supercritical Thermal Power Plant (USTPP) at Chapar in Dhubri district, marking the start of a ₹48,000-crore power project expected to create up to 20,000 jobs during construction and around 5,000 jobs once operational.

The project, comprising four 800 MW units, is scheduled to be commissioned in phases from December 2030. It will use ultra-supercritical technology with high-efficiency systems and modern environmental safeguards.
The project is expected to generate up to 20,000 jobs during the construction phase and around 5,000 jobs once operational.
The Chapar plant is part of the Adani Group's proposed ₹63,000-crore investment in Assam's power sector, including ₹15,000 crore for two pumped storage plants with a combined capacity of 2,700 MW through Adani Green Energy Limited.
The ceremony was attended by senior State Government officials, industry representatives, local community representatives and Jeet Adani, Director, Adani Group.
Sarma said the project was an outcome of the confidence generated by Advantage Assam 2.0 and will be one of the largest single investments in the state.
"Assam is fast emerging as the region's energy hub," Sarma said, adding that the project would boost employment, economic activity, and SGST revenues while creating opportunities for local enterprises.
The Chief Minister also said the project would provide opportunities for local industries and enterprises to participate in the emerging ecosystem.
Jeet Adani said the project would ensure reliable and affordable electricity for households, businesses, and industries, while creating opportunities for local contractors, suppliers, and other businesses.
“Today marks the beginning of an important new chapter for Assam,” he said.
He also described Assam’s geographical advantages as an opportunity for the state to serve as a “battery” for India and support future growth.
Once operational, the Chapar plant is expected to supply power for Assam’s household, commercial and industrial requirements and strengthen the state’s power generation capacity.
Adani Energy Solutions Limited is implementing smart metering projects in Assam as part of efforts to modernise the state’s power distribution infrastructure.
Across sectors, the Adani Group’s investments in Assam are expected to exceed ₹80,000 crore, including projects in power, aviation and cement. Adani Power had emerged as the successful bidder in October 2025 and received the Letter of Award from the Assam Power Distribution Company Limited in November 2025.
