Assam Govt Reshuffles Senior Bureaucracy, Issues Key Transfers and Promotions


 

GUWAHATI: The Assam government has carried out a major bureaucratic reshuffle involving several senior ACS officers and Public Works Department officials, issuing multiple transfer and promotion orders.

According to notifications issued by the Personnel Department, ACS officer Tapan Kumar Gohain, Registrar of Assam Agricultural University, has been transferred and posted as Additional Secretary to the Government of Assam, Finance Department. In a corresponding move, Damodar Barman, Joint Secretary in the Election Department and Additional Chief Electoral Officer, Assam, has been transferred as Registrar of Assam Agricultural University.

In another order, Paban Terang, Commissioner and Special Secretary of the Public Works (Roads) Department, has been transferred and posted as Commissioner and Special Secretary to the Public Works (Health & Education) Department. He will also continue to officiate as Commissioner and Special Secretary of the Public Works (Roads) Department until further orders.

The government has also promoted two senior Public Works Department engineers to the rank of Secretary. Debajit Das, Chief Engineer, PWD, has been promoted and posted as Secretary to the Government of Assam in the Public Works (Building & National Highway) Department. Similarly, Sanjiv Shyam, Chief Engineer, PWD, has been promoted and appointed as Secretary to the Government of Assam in the Public Works (Roads) Department.

Meanwhile, Pallabi Phukan, ACS, Secretary to the Government of Assam in the Cultural Affairs Department, has been promoted to the rank of Commissioner and Secretary and transferred to the Soil Conservation Department.

In a separate transfer order, Jitu Kumar Das, ACS, District Development Commissioner of Lakhimpur, has been posted as Chief Executive Officer of Zilla Parishad, Lakhimpur. Monuranjan Payeng, ACS, CEO of Zilla Parishad, Lakhimpur, has been transferred and posted as Joint Secretary to the Government of Assam in the General Administration Department.

The notification further stated that Monuranjan Payeng will continue to remain under suspension until further review, and his headquarters during the suspension period will be Kamrup (Metro).

Virendra Mittal, IAS, Commissioner & Secretary to the Government of Assam in the Finance Department and holding additional charge of the Personnel Department and Project Director, ARIAS, has also been given additional charge as Commissioner & Secretary to the Government of Assam, Excise Department.

J Keerthi, IAS, Commissioner of Panchayat and Rural Development, Assam, and Managing Director of Swachh Bharat Mission (Gramin), has additionally been posted as Project Director of the Assam Resilient Rural Bridges Program (ARRBP).

In another transfer order, Aditya Vikram Yadav, IAS, District Commissioner of Lakhimpur, has been transferred and posted as Additional Secretary to the Government of Assam in the Welfare of Minorities Development, Barak Valley Development and Irrigation Departments.

Pronab Jit Kakoty, ACS, Additional Secretary to the Government of Assam in the Skill, Employment and Entrepreneurship Department and Director of Employment & Craftsmen Training, Assam, holding additional charge, has been transferred and posted as District Commissioner of Lakhimpur.

The Personnel Department further stated that the services of Adil Khan, IAS, Secretary to the Government of Assam in the Excise, Welfare of Minorities Development, Barak Valley Development and Irrigation Departments and Project Director of ARRBP, have been placed at the disposal of the Government of India for appointment as Secretary of the Brahmaputra Board on deputation for a period of five years.

The order stated that the deputation was made in pursuance of the Department of Water Resources, River Development and Ganga Rejuvenation, Government of India order dated April 22, 2026, along with cadre clearance issued by the Department of Personnel and Training (DoPT). Adil Khan has been released from the State Government with effect from the date of handing over charge.

All the notifications were issued by the Personnel Department under orders of the Governor of Assam.
