GUWAHATI: The Union government has proposed amendments to the National Anti-Doping Act, 2022 aimed at strengthening enforcement against the trafficking, distribution, and misuse of banned performance-enhancing substances in sports. The revised framework seeks to make doping-related violations more stringent by introducing criminal liability for those involved in supplying or facilitating prohibited substances.

A key feature of the proposed amendment is the insertion of a new Chapter VIA titled “Offences and Penalties,” which seeks to clearly define violations and establish a stronger legal framework for prosecution.
The provisions include criminal liability for individuals and entities involved in trafficking, administration, promotion, or illegal handling of banned substances and methods used for doping. The draft also proposes action against companies, strengthened powers for search and seizure, mandatory reporting requirements, and improved information-sharing mechanisms between enforcement agencies.
The amendments further propose strict penalties, including imprisonment of up to five years and fines of up to ₹2 lakh for offenders, including medical practitioners who knowingly prescribe or facilitate the use of prohibited substances. The measures are intended to act as a deterrent and ensure greater integrity in competitive sports.
The proposed changes have been uploaded on the Ministry of Youth Affairs and Sports website for public feedback as part of a consultation process, with stakeholders invited to submit suggestions by June 18.
Sports Minister Mansukh Mandaviya said the amended bill will be placed before Parliament in the upcoming monsoon session after reviewing the feedback received.
