GUWAHATI: Assam is set to expand its network of registered vehicle scrapping facilities after the state government decided to bring these units within its eligible industrial framework.

Chief Minister Himanta Biswa Sarma announced the move on X, saying the change would make the process of retiring old vehicles cleaner, safer and more organised across the state.
Under the decision, Registered Environment Friendly Vehicle Scrapping Facilities will now qualify for benefits available to eligible industries under the Assam Industrial and Investment Policy, 2019, which has been amended to include them. This means scrapping units can access applicable fiscal incentives that were earlier extended only to other categories of registered industries in the state.
The decision builds on the Assam Vehicle Scrappage Policy, 2022, which was introduced to encourage the phased retirement of end-of-life vehicles. Such vehicles, once they cross their mandated age limits or fail fitness tests, are meant to be dismantled at authorised scrapping centres rather than being left to deteriorate or operate informally, a practice that has long contributed to pollution and road safety concerns.
By formally classifying scrapping facilities as eligible industries, the state government aims to attract fresh investment into the sector and encourage more entrepreneurs to set up authorised scrapping units.
The government has framed the move as part of its broader push to modernise Assam's industrial landscape while addressing environmental concerns tied to vehicular pollution and unsafe, ageing vehicles on the road.
