GUWAHATI: The Assam Cabinet on Sunday, October 4, approved the levying of a Green Cess on the transfer of ownership of vehicles to support afforestation and environment conservation activities.

A cess of ₹3,000 will be applicable when the ownership of a second-hand vehicle is transferred. However, the Green Cess will not apply to electric vehicles (EVs), CNG vehicles, two-wheelers and three-wheelers, or transfers of ownership due to the death of the vehicle owner.
Chief Minister Himanta Biswa Sarma said the revenue collected through the cess would be ring-fenced and used only for forest and environment-related works.
“The funds collected from this will only be used for forests and environment-related works and not for any other government expenses,” Sarma said.
He said the funds would be directed towards afforestation and environmental conservation, with a focus on areas vulnerable to landslides and similar hazards.
