GUWAHATI: The Assam Cabinet has approved the Assam Green Cess Policy, 2026, providing a framework for imposing a green cess on sectors and activities that use natural resources and require regulation for sustainable development.

The revenue generated through the cess will be used for environmental and infrastructure-related initiatives, including the repair and strengthening of embankments and financing of solar power projects.
The Cabinet has agreed in principle to impose the green cess on six categories of activities and transactions.
These include stone-crushing units, brick kilns, imported timber, and industrial units based on their pollution index. The cess will also be levied on the transfer of ownership of pre-owned motor vehicles and the commercial extraction and utilisation of groundwater.
The policy is aimed at regulating the use of natural resources while generating funds for projects linked to environmental sustainability and climate resilience.
The decision was taken at the State Cabinet meeting held on Monday, September 7.
