GUWAHATI: The Assam government has announced the recipients of the Karmashree Awards 2025–26, recognising officers and teams for their exemplary innovations and outstanding contributions towards excellence in public administration and public service delivery. The awards were notified by the Administrative Reforms, Training, Pension and Public Grievances Department in pursuance of the Guidelines for Karmashree Awards, 2025–26, with the approval of the Governor of Assam.

Under Category I, Dhrubajyoti Nath, ACS, Joint Commissioner, Panchayat & Rural Development, Assam, has been honoured for the Lakhimi Mistri initiative. The award also recognises Keerthi Jalli, IAS, Commissioner, Panchayat & Rural Development, and Ranjit Goswami, APRDS, Assistant Development Commissioner, Panchayat & Rural Development, as members of the team.
Deba Kumar Mishra, ACS, District Commissioner, Kamrup, has been recognised for Matsya Paripusti, along with Geetashri Lachit, ACS, ADC, Kamrup; Sanjay Sarma, DFDO, Kamrup; Tapan Kalita, DEEO, Kamrup; and Bhupendra Bhattacharjya, DSWO, Kamrup.
For Mining Sector Reforms, Ajay Tewari, IAS, Additional Chief Secretary, Mines & Minerals Department, has been honoured along with Pranjit Kr. Wary, ACS, Secretary, Mines & Minerals Department, and Paragimoni Mahanta, ACS, Director, Directorate of Geology & Mining, Barnalee Nath, Joint Director, Directorate of Geology and Mining.
Neha Yadav, IAS, District Commissioner, Charaideo, has been recognised for Chirayu Charaideo, with team members Soroj Sonowal, ACS, ADC, Charaideo; Suntrishna Gharphalia, ACS, ADC, Sivasagar; and Vivek Sharma, ACS, Assistant Commissioner, Charaideo.
Siddharth Singh, IAS, Chief Executive Officer, Atal Amrit Abhiyan Society, has received the award for the implementation of Ayushman Asom – Mukhya Mantri Lok Sevak Arogya Yojana (AA-MMLSAY). The award also recognises Kamaljit Talukdar, ACS, Joint CEO, Atal Amrit Abhiyan Society.
Tejas Mariswamy, IFS, Divisional Forest Officer, Goalpara Forest Division (Territorial), has been honoured for Restoration of Reserve Forest and Human-Elephant Conflict Mitigation, along with Gautam Gope, Deputy Ranger, Goalpara Forest Division.
Rahul Suresh Javir, IAS, District Commissioner, Dhemaji, has been recognised for Mission Basundhara 3.0, SVAMITVA and Recognition of Forest Rights. The team includes Kailash Karthik N., IAS, Director of Land Records & Surveys; Anand Malhotra, IAS, Joint Secretary, Finance Department; Sanjib Kumar Phukon, ACS, Joint CEO (formerly ADC, Dhemaji); Bharat Konwar, ACS, ADC (Revenue & Forest), Dhemaji; and Rituraj Sharma, AFOs, Range Forest Officer, Dhemaji Range.
For Susrusha Setu, P. Ashok Babu, IAS, Commissioner & Secretary, Health & Family Welfare Department, has been honoured along with Abhijit Sarma, Executive Director, NHM Assam; Rahul Kumar, Mission Director, NHM Assam; and Lakhimi Dutta, ACS, Joint Secretary, Health & Family Welfare Department and OSD, NHM.
Rahul Chandra Das, ACS, Director of Cultural Affairs, Assam, has been recognised for Bagurumba Dwhou 2026, with Manvendra Pratap Singh, IAS, Sumit Sattawan, IAS, and Deba Kumar Mishra, ACS, as team members.
Prabir Kumar Dutta, ACS, Principal, Assam Survey & Settlement Training Centre-cum-Director, Centre of Excellence on Land Governance, has received the award for the Establishment of a Centre of Excellence on Land Administration under DILRMP.
Under Category II, Pradeep Kumar Dwivedi, IAS, District Commissioner, Sribhumi, has been honoured for Sribhumi Mission HSLC 2026. The team comprises Rasika Islam, ACS, Assistant Commissioner, Sribhumi; Neelam Jyoti Das, Inspector of Schools, Sribhumi; and Mahul Chowdhury, Principal, DIET, Sribhumi.
Indranoshee Das, ACS, Project Director, Assam State AIDS Control Society, has been recognised for Innovation in Public Administration through Strengthening HIV Prevention, Care, Treatment and Digital Governance.
Rakesh Kumar, IAS, Managing Director, APDCL, has received the award for the Smart Metering Scheme under RDSS, along with Saindhya Baruah, GM (Smart Grid); Prajnal Kotoky, CEO, Nagaon Circle; Pallab Pran Bora, and Abhijit Das, DGM (Smart Grid).
The Karmashree Awards recognise exemplary innovations and outstanding contributions by officers and teams in strengthening governance and improving public service delivery across Assam, honouring initiatives that have made a significant impact on citizen-centric administration and administrative excellence.
