The programme began at 9 AM with the hoisting of the council flag, followed by the lighting of earthen lamps, floral tributes at Chakraborty's portrait and the rendition of traditional Diha Naam.

The occasion also saw the dissolution of the existing executive body and the formation of a new 199-member committee. Kumud Kumar Kotoky was appointed president, while Pranab Bhuyan took charge as general secretary.

Addressing the gathering, Kotoky said the new committee would focus on issues concerning government employees. Bhuyan identified opposition to the National Pension System (NPS) as one of the committee's immediate priorities.

Former presidents and general secretaries of the council also spoke at the event, recalling its role in various political and administrative developments in Assam.

The swearing-in ceremony was held at Karmachari Bhavan in the presence of several dignitaries, including former senior bureaucrat Engineer Pradyut Kumar Choudhury, Nagen Kalita, Basanta Kalita and Charan Deka.

Choudhury is the son of late Kamakhya Charan Choudhury, who represented the council as a minister in the first AGP-led state government.

Speaking to journalists, senior state government employee Sailendra Pandey said employees expected the newly formed committee to address issues concerning their welfare and service conditions.
