The blast, caused by a high-intensity Vehicle-Borne Improvised Explosive Device (VBIED), had claimed 11 lives and left several others injured. The explosion, which occurred near the Red Fort area on November 10 last year, also caused extensive property damage.

According to the NIA, all 10 accused were linked to Ansar Ghazwat-ul-Hind (AGuH), described by investigators as an offshoot of Al-Qaeda in the Indian Subcontinent (AQIS). The chargesheet was submitted before the NIA Special Court at Patiala House Courts in New Delhi under multiple provisions of the Unlawful Activities (Prevention) Act, Bharatiya Nyaya Sanhita, Arms Act, Explosive Substances Act and Prevention of Damage to Public Property Act.

Among those named in the chargesheet is the alleged mastermind, Umer Un Nabi, who was killed in the blast. Investigators identified him as a former assistant professor at a private university in Faridabad. Several other accused from different states, including Jammu & Kashmir, Haryana and Delhi, have also been named in the case.

Officials said the chargesheet is backed by extensive evidence collected during a multi-state investigation spanning Jammu & Kashmir, Delhi NCR, Haryana, Maharashtra, Gujarat and Uttar Pradesh. The probe includes hundreds of witness statements, forensic reports, seized materials and documentary evidence.

The NIA claimed its investigation uncovered a wider terror conspiracy involving radicalised individuals inspired by AQIS and AGuH ideology. Investigators alleged that the accused had regrouped during a clandestine meeting in Srinagar in 2022 and formed a new outfit called “AGuH Interim.”

According to the agency, the group planned to destabilise the Indian government and promote extremist ideology. The probe further revealed that the accused had recruited new members, stockpiled weapons and explosives, and experimented with the manufacture of improvised explosive devices (IEDs).

The NIA stated that the explosive used in the Red Fort blast was Triacetone Triperoxide (TATP), manufactured using commercially procured chemicals. Investigators also claimed the accused conducted multiple experiments to perfect the explosive mixture.

The agency further alleged that the accused had procured prohibited arms, including assault rifles and pistols, and experimented with rocket and drone-mounted IEDs aimed at targeting security establishments in Jammu & Kashmir and other regions.

The NIA said forensic examinations, DNA analysis, voice sampling and digital evidence played a key role in identifying the accused and reconstructing the conspiracy.

So far, 11 persons have been arrested in connection with the case, while efforts are ongoing to trace other absconding suspects whose roles surfaced during the investigation.
