In a major development for Upper Assam, Sarma announced that a new development authority, modelled on the Guwahati Metropolitan Development Authority (GMDA), will be established for Dibrugarh. The local MLA will serve as its chairman.
He further stated that the government will invest an additional Rs 500 crore in Dibrugarh over the next five years under its "second state capital" development initiative.
The Chief Minister also announced an increase in the MLA Local Area Development Fund. The allocation will be raised from Rs 1 crore to Rs 1.5 crore in the 2026–27 financial year and further increased to Rs 2 crore from the following fiscal.
Sarma informed that the full Budget for 2026–27 will be presented on July 6.
"All government schemes will be regularised from August after the Budget is passed," he said.
