Assam Govt Demotes ACS Officer Following Departmental Inquiry


 

GUWAHATI: The Assam Government has demoted Assam Civil Service (ACS) officer Sangeeta Borthakur following the conclusion of a departmental proceeding under the Assam Services (Discipline & Appeal) Rules, 1964, according to a notification issued by the Personnel Department.

As per the order, Sangeeta Borthakur, ACS (DR-15), who was serving as Deputy Secretary to the Government of Assam in the Labour Welfare Department, has been reduced to the post of Under Secretary for a period of three years with cumulative effect.

The disciplinary proceeding was initiated under Rule 9 of the Assam Services (Discipline & Appeal) Rules, 1964, while she was serving as Circle Officer of Kamrup Revenue Circle.

The notification stated that an Inquiry Officer was appointed to investigate the charges framed against the officer, and the inquiry report submitted in August 2025 found the charges to be proved.

Following examination of the inquiry report and the officer’s written representation, the disciplinary authority reportedly concluded that the explanation offered did not provide any fresh convincing grounds and was unacceptable.

The Governor of Assam subsequently approved the penalty under Rule 7(iv) of the Assam Services (Discipline & Appeal) Rules, 1964. The order states that the demotion will take effect immediately.
