ECI Announces Phase-III of Special Intensive Revision Across 16 States and 3 UTs


 

GUWAHATI: The Election Commission of India (ECI) on Thursday, May 14, announced the launch of Phase-III of the Special Intensive Revision (SIR) of electoral rolls, which will be conducted in a phased manner across 16 states and 3 Union Territories (UTs).

In its official press note, the ECI stated that the revision exercise has been scheduled keeping in view the ongoing Census house-listing process and the availability of common field machinery.

According to the commission, the Phase-III revision will cover the entire country except Himachal Pradesh, Jammu & Kashmir, and Ladakh. The schedule for these regions will be announced later after considering the completion of Census Phase-II and weather conditions in snow-bound areas.

The poll body said over 3.94 lakh Booth Level Officers (BLOs) will conduct house-to-house visits covering around 36.73 crore electors during the revision process. They will be assisted by nearly 3.42 lakh Booth Level Agents (BLAs) appointed by political parties.

The ECI described the SIR exercise as a participative process involving electors, political parties, and election officials, and urged political parties to appoint BLAs for every polling booth to ensure transparency and wider participation.

As per the schedule released by the commission, the revision process in different states and UTs will begin between May and September 2026, with the publication of final electoral rolls continuing till December 2026 in some regions.

The states and UTs included in Phase-III are Odisha, Mizoram, Sikkim, Manipur, Dadra & Nagar Haveli and Daman & Diu, Uttarakhand, Andhra Pradesh, Arunachal Pradesh, Haryana, Chandigarh, Telangana, Punjab, Karnataka, Meghalaya, Maharashtra, Jharkhand, Delhi, Nagaland, and Tripura.

The ECI further stated that in the first two phases of the SIR exercise, conducted across 13 states and UTs, nearly 59 crore electors were covered with the involvement of over 6.3 lakh BLOs and 9.2 lakh BLAs.
