The nine-member delegation was led by Paramesh Dutta, IAS (Retd.), president of the organisation, along with secretary Devajyoti Hazarika, IAS (Retd.). The delegation also included retired senior officers from the IAS and IPS cadres.

In the memorandum, the pensioners’ body urged the Centre to upgrade Guwahati from a Tier-II to a Tier-I city under the CGHS framework, citing the growing healthcare needs of central government pensioners in the region.

The delegation also sought strengthening of infrastructure at CGHS Wellness Centres in Guwahati, creation of specialist doctor posts, immediate filling up of vacant positions, and inclusion of AIIMS Guwahati under the CGHS network.

According to members of the delegation, these measures are necessary to improve access to quality healthcare facilities for retired All India Services officers and other CGHS beneficiaries in Assam.

Responding to the memorandum, Dilip Saikia assured the delegation of his support and said he would raise the matter with the Union Ministry of Health and Family Welfare for early resolution of the issues.
