GUWAHATI: The Assam Government has announced an allocation of ₹500 crore over the next five years to accelerate infrastructure development in the Second State Capital Region (SCR)-Dibrugarh, according to the Assam Budget 2026–27 presented in the state assembly on Friday, July 10.

The allocation is aimed at supporting additional infrastructure augmentation and developmental initiatives within the Dibrugarh Capital Region, over and above the regular development projects already being implemented in the district.
As part of the initiative, the government has approved the creation of the Second State Capital Region (SCR)-Dibrugarh and the establishment of the Second State Capital Region Development Authority-Dibrugarh. The authority will oversee development within a 20-kilometre radius of the Dibrugarh Capital Complex, covering areas within the territorial limits of Dibrugarh district.
The government said the initiative is intended to transform the historic city of Dibrugarh into a modern administrative and developmental hub equipped with world-class amenities.
Several major projects are already underway or have been completed in Dibrugarh as part of this vision. These include the Chief Minister's Secretariat built at a cost of ₹65 crore, the New Assembly Complex and MLA Hostel costing ₹284 crore, the New Court Building worth ₹52 crore, a 1,000-seater modern auditorium constructed at ₹32 crore, and the Multi-Disciplinary Sports Complex at Khanikar developed at a cost of ₹209 crore.
